Default Suspend all accounts? Can I redirect every http request to the suspended page?

I'm replacing a particular server. I've supposedly migrated all active customers to another server. Before I pull the plug, I'd like to have each and every account suspended, so in case I have some stray customer that I haven't migrated, he'll get the "account suspended" page with information.

Is there an easy way to do this?

why not just compare var/named directories and check for the differences.
You can also get a csv of the accounts in whm.
