Does anyone know if it's possible to have a suspend page that uses a frame/iframe to show a suspend message at the top and then the rest of the site below? Rather than just doing a redirect?

Would it be the suspended site that is desired to show in an iframe?
If the site is still accessible or usable, such as in an iframe, this may negate the usefulness of having the account suspended. Is there a specific need to have an account suspended but still allow access to the site?

We're bulk moving a large number of sites from dead servers taken over from another company and need to 'mop up' those left over that haven't contacted us.
We were going to suspend all remaining accounts and put up a message in the suspended page file saying 'get in touch' - but it would be niced to use a frame and keep the original site.
I'm not sure that's possible as when you suspend the account, as you know it creates a redirect which bypasses the suspended account. In WHM there is a new Web Template Editor you can use to manage pages for a few things like Suspended, Account moves and so on. That's listed under the Account Functions section of WHM's left menu (cPanel 11.25).
I would try implementing a modified suspension page via the Web Template Editor; this should make it easier to convey a customized message to suspended account holders.
If more immediate attention is needed, I would also consider using the e-mail function in WHM to contact users (assuming the users have a contact e-mail address defined in cPanel, as seen via List Accounts in WHM):
WHM: Main >> Account Functions >> Email all Users

actually you should be able to just use a htacess redirect on it nad hold frame that will keep all navigation inside the frame.
