Suspending Accounts Via Root.

Hello,
I have a server going good but i want one thing changed with cpanel.

Whenever you go to suspended an account you can tick "Disallow resellers from unsuspended"

Well some of my resellers have become smarter and the just delete the account and remake it.

Can you add something like - Disallow resellers from deleting
