Default The system has no more ptys.

When changing a site password using cPanel I got the below. Note that the password did NOT change even though it says it did. What causes this & how do I fix it?

The system has no more ptys. Ask your system administrator to create more.
    while executing
    "spawn /usr/bin/passwd"
    invoked from within
    "set pid [spawn /usr/bin/passwd]"
    (file "/usr/local/cpanel/bin/securechpass" line 14)
    Your password has been changed!
