Is there a way to shut off the non-ssl ports? 2082, 2086, 2095

I know I can block them with a firewall, but is there a way to get them to not startup at all?

    Greetings from Greece,

WHM -> Tweak Settings -> Security -> Require SSL for all remote logins to cPanel, WHM and Webmail. This setting is recommended.

When someone visits a non-ssl port (like 2095) will get the following message:

SSL encryption is required for access to this server.

Log in using SSL. (a link to the SSL login).
    Sincerely,

What gvard said is correct. Also, to make sure that users are directed to the correct ports when they use the /cpanel, /whm and /webmail redirects, you can set the following in Main >> Server Configuration >> Tweak Settings: Always redirect users to the ssl/tls ports when visiting /cpanel, /webmail, etc.
