Default Time Goes OUt Of Sync

It seems that the time on the server where I host randomly changes. It usually goes off by about 5 hours. The servers are set to use Network Time Protocol client and reset the server time every hour. The admin seems to think it is possibly cpanel causing the problems. Any help would be greatly appreciated.

    Default Update/More info

Seems that the server knows the time is correct, however when we FTP a file into the home directory of the user, the time is off. Not just off from the user, but off from the server as well.

I've been trying to figure out that very thing.

WHM set to MST and shows correct but:
Error logs in CPanel use PST
    FTP shows GMT

How can some many different methods be used? Is there not one place where the time is set and it is used for any / all services and accounts?
