Default transfer account from backup file

I have tried both from WHM and command line with /script/restorepkg to restore a backup file but I'm getting same error message:

    Extracting tarball...................
    ...............
    ...............
    ...............
    ...............
    ...............
    ...............
    Done

    Extracting Domain....Done

Sorry, the copy failed. Unable to find the cpanel user file. Is the archive missing (cwd: /backup/cpbackup/daily loaded backup-9.25.2006_19-04-18_focus/cp/backup-9.25.2006_19-04-18_focus)?

    Default

I experienced this with a new client. It turned out the package he provided me was
incomplete. The tarball would extract and say it was done but it would just disappear.
Finally after they provided a complete tarball, the account created fine.
