Transfer of mail accounts from one cpanel server to another

Hi - I need to transfer from one host to my own reseller account both with cpanel however don't want to lose the clients mail accounts.

I am guessing the process is to:
1 Create new client account in WHM on NewServer
2 Creat new user mail box in Cpanel on NewServer
3 At root level through FTP, download the mail/user folder on OldServer and upload to mail/ folder on NewServer replacing existing user folder (newly created but empty).
4 Change DNS to point to NewServer

Or is there an easier/better way where I can transfer the whole set of mail accounts including passwords and settings and minimise downtime and loss of email as name servers re-point?

Okay - I've just realised I could download a backup file of my homein OldServer Cpanel and then restore it in NewServer Cpanel which will transfer all the settings and mailboxes across, right?
