Transfer Question

Hi
Im sufring some attacks in my server (DDos Attack)
and now i bought a new server with DDos Attack Protection
But my old server is sufring the attack and i cant transfer my account because the old server is going so slow
What can i do?
Do you have any idea?

My idea is block all ips and only allow the server of my new server and the ip of my pc to transfer my account but i dont know how to do it?
Please help me.

when i try to transfer it give me this message
