Trying to move sites from one server to another

I am trying to move websites from one webserver to another. Both servers allow ftp and I have verified that I can log into ftp from the server I want to move to, to the server that I want to move from.

However, when I choose the option to transfer site with account username and password, enter the ip of the server, the domain I wish to move and the username and password, Cpanel comes back almost instantly with the following error:

Trying to fetch cpmove file via cPanel XML-API!
Fetching current backups from remote server....cPanel Login Failed
...............
Failed to fetch cpmove file via cPanel XML-API.
Trying to fetch cpmove file via ftp+cgi!
Attempting to login as gshutter to xx.xx.xx.xxx via ftp
FTP Login Failed

Can anyone tell me why this might be happening?

Based on the snippet that you pasted here, the login is not being accepted. If you are sure it is correct, then there is a problem with the authentication system then. You will have to check the logs for this.

"Copy an account from another server with account password" is the least reliable method for migrating accounts from another server. If you have root access to both servers, I recommend using "Copy account from another server" or "Copy multiple accounts from another server" instead.
