Question %ttl% variable in DNS zone templates?

Hi, I'm editing my DNS zone templates. Most of the variables there are pretty self-explanatory but what controls the value of the %ttl% variable, used after the first $ttl directive? It seems to be defaulting to 14400 and I'd like to lower that a bit, so do I need to overwrite the variable or is there a way I can change it outside of the template?
