I want to translate x3 theme to turkish , as i see i can do this from whm, but is it possible to download files and edit somewhere else? If yes, can you guide pls friends

Yes, simply go to WHM -> Languages -> Download a Language File and select the language you wish to download. The file will have no extension but is essentially a plain text file. You can then upload your modifications by going to WHM -> Languages -> Upload a Language File.
