I was wondering how to turn on Log Watch, so that I receive a nightly email from the server? Any help is much appreciated!
You should just have to create a symlink in /etc/cron.daily like this:
ln -s /log.d/scripts/logwatch.pl /etc/cron.daily/00-logwatch
The 00- beforehand makes sure it is run first each day.

Is there anyway to setup it up via Cpanel?
No, you have to do it from the root shell via SSH.
