If bind on your server is working fine

root@turbo [/scripts]# ndc status
number of zones: 2
debug level: 0
xfers running: 0
xfers deferred: 0
soa queries in progress: 0
query logging is OFF
server is up and running

and your new accounts created do not seem to work, this is due to cpanel unable to write to named.conf.

Due to this issue "Add a DNS Zone" will also not work, and Edit DNS will show up blank.

use the following command to fix this;

/scripts/perlinstaller Tie::IxHash

We had this issue on a new Fedora Core 3 server. upcp etc did not work.
