upgrade from dnsonly to full cpanel HOW???

This may seem like a strange question but how do you upgrade form DNSOnly to a full cpanel setup on a server?

ive edited the cpanel.conf file run sh latest and i now seem to have WHM 11.11.0 cPanel 11.15.0-C18335 but no normal whm functionality

ive tried upcp --force as well

surely there has to be a way???
