URGENT: restoring backup from old hard drive

i have faced with hhd failure and support staff have installed new hdd with fresh linux 9 installed on it and cpanel/whm also, attached to old hard having all accounts and informations on it.

please can anyone help to restore users from old drive to new one.

also there is whm backups on old drive, but let me know by just restoring that backups do all things go right ahead?
