VPS License Question

Does anyone know how the VPS license/brand works?

I want to put a virtual private server customer (giving them semi-dedicated-like root access) using the VPS license/brand on a server that already has resellers and shared hosting accounts on it. Is this possible?

Where is the best place to purchase these licenses and how easy are they to install?

A few clients is asking for this and I have no idea what they are talking about !!
