Web Template Editor (Reseller account)

Although I have been using cPanel for awhile, have only just discovered the Web Template Editor. Am I correct in thinking that when I open an account for a client, at the same time I can make a page for them ("site under construction" sort of thing) as the Default Web Page using the Web Template Editor?

What is the difference between using that and what I have been doing which is just creating a .html page for that purpose and uploading it?

At the bottom of that page it states:
