Weird disk space problem with mail

I created a test account and only allowed him 1gig of disk space..... now in the test account i went to set up some email address..... I was able to set 3 email accounts quota to 3gigs each, which is 2gigs more disk space being used then the test account is allowed....Is this a bug? or even though the 2 email accounts are using 3gigs would they stop receiving mail if their 1gig diskspace filled up?

One more question that just came to mind, is there anyway to set up a default mail quota to all accounts? For example if i want all account to only be allowed 100mbs for their mail space, no matter how many email accounts they had?
