I think is /usr/local/cpanel/libexec/chkservd
No, the chkservd is a daemon that monitors other services that are running.
I'm looking for the script that is run once a day that sends the email notifications when an account is using "too much" disk space or bandwidth.

Indeed, looks like chkservd only report server quota problems, not user. Check /scripts/quotacheck - I think this script verify user quota and alert admin.

May I ask why you want to know? Are you trying to fix a problem with it, or improve it?
