Whats the Best Template CMS Tool for Osc

I recently purchased a server and want to be able to allow hosting clients to build template driven sites included in their web hosting. Something like register.com's Do-It-Yourself deal.

I am surprised that in the add on scripts, nothing like that is there.

Mambo is there but as I am aware mambo doesnt have numerous templates with images, etc.

What do you'll recommend?

Fantastico DeLuxe has some nice templates after you integrate it into cPanel.
