Question Where is POST Content-Length defined?

I'm trying to write a php script which uploads files. I've set the php configuration to allow 32M uploads, but I still get an error even with a 10MB file saying the POST Content-Length exceeds the 8MB limit. Where in WHM do I change this limit? And while you're answering this, please tell me what (if any) max value these can have. TIA.

    Google can be helpful here.

An old post from 2001 is the first result for me:

    Should help.
