Is there a way to give my assistant access to all the accounts on a server, but limit what she can do?

what you can do is create a reseller account, put all accounts under that reseller account and give the access to reseller account to your assistant.

then from here you can limit the access of the reseller account, whether it's able to delete accounts, add add-on domain, change quota, etc.

you'll still have access to all the accounts using your root access
