Whois.Cart Account Creation Error

One of our customers is attempting to use Whois.Cart with WHM to create accounts. His access hash has been properly inputted into the system, but it keeps erroring out with an error that states "You do not have access to create that package (package name)!" even though suspending and deleting accounts works.

Any ideas?
