Would something like that interest you? Is it something you need?
For example:
1. cPanel user logs into cpanel and clicks a "create sub-account user" button.
2. The cpanel User can create "sub-account" users. Each sub-account user would have an access control list of cpanel features that they can access. If the feature is not "checked", then the sub-account will not be able to access that cpanel functionality.
The idea is that you (cpanel user) could create "limited" cpanel access for sub-users, who might have access only to create email accounts, or manage databases, or view statistics, or whatever...
