wrong charset?

We have changed our servers to Cpanel but we are having some problems with emails that we hadn't when we used ensim.

The problem is with special chars in the messages (Portuguese chars).
Some scripts, like perldesk, or others, when receive e-mail messages in html or rtf with special chars, work fine, but if the same message is sent in plain text all the special chars are changed by codes.
I believe it is a perl problem because i18n is ok.

Any idea?
