xmb error

seems my xmb board just died today, cant figure it out, restarted mysql and everything, suggestions?

i get:

Fatal error: Failed opening required \'lang/english.lang.php\' (include_path=\'e_usa\') in /home/bethelak/public_html/board/header.php on line 66

when i visit the board

chmod\'d the english.lang.php to 755 and that seemed to fix it, then i logged in and on

another user on the same server says that everything was \"fine yesterday\" but today, nothing works
