Default You are not authorized to access bug #

    Even after logging in. Huh?

I usually look at the bugfixes in the changelog and got that on 2854.

This usually means that the bug is harmful and letting everyone know about it would not be in the best interests for everyone that uses cpanel. Anyone can sign up for a bugzilla account, and anyone that has a bugzilla account and logs in can see the bug and figure out ways to exploit it. CPanel programmers are the ones that will restrict access to bugs, if they deem them serious enough. This also means that developers are aware of the bug and are working on a resolution. This is all my opinion on the subject and someone else may have another suggestion.

Sounds like a spot on answer to me. Bugzilla is publically accessible and so it is not surprising to find restrictions on what can be accessed.
