You can download and install cpanel with a 15 day license (visit the store ). If you cannot do that for some reason (???), then I would suggest that you pair up with a cpanel host with an interest in your project.
If the skin is going to be commercial, then I would suggest you get yourself access to a working cpanel install. You are not going to be able to offer much support for your skin without this access.
Anyone can develop a skin without access to cPanel as long as they have the documentation for the skin.

I don't really like uploading the Themes using WHM i just use SSH and upload it at /usr/local/cpanel/base/frontend for cPanel and
/usr/local/cpanel/whostmgr/docroot/themes
i think for the Web-Host-Manager.
