I apologize for not having a detailed knowledge of Chinese dialects. However, we do bundle a Simplified Chinese translation of the cPanel interface with cPanel/WHM. All you need to do is set the language for the account (or package assigned to the account) to "chinese" (sic.) to have the interface displayed in Simplified Chinese.

This problem so that Chinese users of big5 are troubled.
We want cPanell releases update package to improve this problem.

Because language problem we need buy a rvskin or others of big5 cpanel, so this way isn't useful.
