In WHM, top left corner is a search box. Type in the word question and you'll find it.
It in the menu of the left in WHM looks like Questions of root (for example).
I want to ask what should be done, when it of Reseller or End-User needs to be reset.

I'm not sure I understand your question. The user is blocked due to answering incorrectly?
As root you have use the reseller override feature to access the user's cPanel account. This method might challenge you for root's security questions, but not for the user's security questions. Once you have access to the users's cPanel interface, you can reset the security questions.
1. Login to WHM as root
2. Click List Accounts
3. Click the cPanel icon next to the account in question
4. Click Security Policy
5. Click Update Security Questions
6. Click Reset Security Questions
Note: I used an 11.32 server to compile the above step-by-step. The last 2 items may be different on an 11.30 server.

I created a new user and tested it (as root).
(Security Questions was set by the user after creating a new user)

"Security Policy" is not found in a user's Cpanel (with RVSkin, in the Admin/User Layer)
