Yes, I am sure that those accounts did not have root access before. As those are assigned to "Starter" package which does not include "Shell Access" for cpanel accounts and still getting the "Disabling shell access for user"

Usually we are getting this progress status of "Disabling shelll access for user" from WHM >> Manage Shell Access >> Disable shell access and click on All...
Please note that those accounts do not have shell access before..
I went to WHM - Manage Shell Access and under Disabled Shell I clicked Apply to All. How come today I did it again and see the details below.

Thanks for the response and giving the right direction to control the server load..
This server is getting number of apache hits for a domain only and those hits are lot in few seconds. Due to which apache goes down and site gets unable access.
we have a server with only 8 domains and 16 gb ram. server load is normal but there are number of apache hits to the server. apache is optimized already as per the RAM.
There are number of IP connections around 200+.
CSF Firewall is installed on the server.
How to overcome this...
