I have noticed this problem when users go over quota.
Happened again last night on servers with Centos 5 running WHM 11.15.0 cPanel 11.18.3-S21703.
Servers with Centos 3/4 have never been affected....
After killing upcp run /scripts/upcp -force
Discovered that upcp was hanging, killed the process and ran /scripts/upcp -force and it is now working fine.
I think something went wrong with the cpanel upcp because in server status it is only showing half of the services it normally shows in the list....

Try running '/scripts/upcp --force' in case somethings missing in the Cpanel install.
You could try removing the MX record for the domain that has problems in WHM 'Edit DNS Zone'.
The 'Transfers' script should copy all data over to the new server including MySQL.
Just add the sub-domain in 'Create a New Account ' as if it were a new domain.
Then it will be a new user/domain with it's own Cpanel etc.
