icanectc - site5.com are not hosting cpanel at the moment - not sure what went wrong, but they are making quiet a few people unhappy.
There is a Java based client in cpanel - however you may need your host to open up SSH for you.

Im not sure if it will work with CPANEL down - but you could try logging into Horde using his main cpanel username...

Perhaps you should fix the cpanel problem first.
From that response, I am guessing that you are not an admin on the server.
Perhaps you should ask your hostings tech suppport why its happening.
