A little confused, I have the tweak settings set to Fail in WHM. I have no forwarders setup for the domain and see no way to delete the unrouted...
I have a domain that does not currently use any email, but it seems the spam going to the default box exceeds the mailbox size and then it starts...
I was getting hit for about 2 weeks and then I simply changed the SSH port and closed 22 with APF and all went quiet.

That doesn't sound right to me. I am not exactly clear on the subject, but on my server anyone that sends mail via the server ends up on the list.
I use stable releases.
This is how additional accounts have always worked on my server:
FTP Host: domain.com
FTP User: firstname.lastname@example.org
FTP Pass: addonftppass
I haven't tried it but installation does not require root access and can be installed by a user in their home directory.
Again - works fine here (Redhat 9 - stable WHM/cPanel release) with Panther terminal and Transmit 2.6.1 (SFTP).
I tried it awhile ago and it started delaying messages in the que - which ended up never getting delivered for some reason so I had to remove it...
