Your best bet might be having someone from cpanel look at it.

How much space is availabe on /home? If its not enough cpanel will use /home2
Go to WHM->Basic cPanel/WHM Setup->Default Home Directory. Make sure it says /home
You need to enable httpd in Service Manager.
You should use http://www.configserver.com/cp/csf.html
Its free and you can configure it in cpanel.
