Using EA4 and I have just installed ea-php73.
If I set it's handler to lsapi, the source code of the PHP script is downloaded to the browser.
The solution to this problem was:
yum install perl-Git --disableexcludes=main
Running CloudLinux 6 and it seems lvemanager-4.0-19.7.el6 now requires git to be installed which I'd rather not do as cpanel-git already provides...
Had to clear /root/.cpanel/datastore/ then run /usr/local/cpanel/bin/build_global_cache twice.
Both produce the same error:
Building global cache for cpanel...Use of uninitialized value $pmajor in...
Found the cache, I cleared /var/cpanel/globalcache/cpanel.cache
Yet running /usr/local/cpanel/bin/build_global_cache still produces the 10.3...

I hacked /usr/local/cpanel/Cpanel/PostgresAdmin/Check.pm so it gets the version number. This brought the links back in cPanel.
I've been digging around the cPanel scripts and found the possible cause.
Building global cache for...
/var/lib/pgsql/data/PG_VERSION contains 10
