The upcp on the server has failed, I have actually seen this on 6 of my servers which is never good, however one of them does work fine with this release they should be identical so I am not sure why it works on one but not the others.

    Try to install SGMLS manually:

Package comes with a Makefile and without a Makefile.PL.
We'll try to build it with that Makefile then.

This has been corrected by doing the following:

Problem replicated with /scripts/upcp and /etc/init.d/cpanel restart

Error is listed in post above, fix:

    cd /usr/local/lib/perl5
    ls -al
    ln -s SGMLS /usr/local/lib/perl5/site_perl/5.8.8/
    cd /usr/local/lib/perl5/site_perl/
    ls -al
    cd 5.8.8
    ls -al
    rm SGMLS
    ls -al
    mkdir SGMLS
    ls -al
    cd SGMLS/
    ls -la
    ln -s /usr/local/lib/perl5/SGMLS/Output.pm .
    ln -s /usr/local/lib/perl5/SGMLS/Refs.pm .
    ls -al
    /usr/local/cpanel/bin/rrdtoolcheck
    ln -s /usr/local/lib/perl5/SGMLS.pm ../
    ls -la
    cd ..
    ls -la
    /usr/local/cpanel/bin/rrdtoolcheck
