Port 2086 is for non-SSL connections. Port 2087 is for SSL connections. This is hard-coded, and there is no way to change this.

Here is a list of the ports used by cPanel services:

    2082 - cPanel non-SSL
    2083 - cPanel SSL

    2086 - WHM non-SSL
    2087 - WHM SSL

    2095 - Webmail non-SSL
    2096 - Webmail SSL

There is no way to change cPanel to make SSL work on port 2086. Use port 2087 instead. It is already set up for SSL and ready to work as is.

If you want to require SSL log-ins for the WebHost Manager, cPanel and Webmail, you can do so by enabling the following items in Main >> Server Configuration >> Tweak Settings: Require SSL, and Always redirect to SSL.
