404 ERROR.I can't find or visit my file in ftp space....

    When i upload file to my ftp space.I put file to public_html DIR.and then i want to visit my file.
    /http://mobilephonesonlineusa.com/00001/file.png
    /http://mobilephonesonlineusa.com/00001/public_html.png
    /http://mobilephonesonlineusa.com/00001/url.png
    /http://mobilephonesonlineusa.com/00001/404 error.png
    /http://mobilephonesonlineusa.com/00001/404 error02.png
    /http://mobilephonesonlineusa.com/00001/cellphon url.png
    When i use url:cellphonesonlineusa.com/thomas.htm system error .404 error like below:
    Not Found:

    The requested URL /thomas.htm was not found on this server.

    Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
    Apache/2.2.17 (Unix) mod_ssl/2.2.17 OpenSSL/0.9.8e-fips-rhel5 mod_bwlimited/1.4 Server at cellphonesonlineusa.com Port 80


    But when i use cellphonesonlineusa.com/~cellphon/thomas.htmSystem OK.
    I don't know why i add "~cellphon" to url after i can visit my file
    If i don't add "~cellphon" to url then i can't visit my file .":(
    "cellphon" only one of my cpanel account user.
    Now i want to use url:cellphonesonlineusa.com/thomas.htm to visit my file .
    if anybody know how to fix the problem please tell me .thanks.:)

    What should we be seeing at the thomas.htm file? Also, a dig on cellphonesonlineusa.com returns the following IP:

    # dig +short cellphonesonlineusa.com
    202.167.55.242
    What is the IP of your new machine? I ask this as cellphonesonlineusa.com itself shows a site, while the contents of what you've shown in File Manage don't appear to match the current content that's displaying at cellphonesonlineusa.com, indicating that maybe you've moved the site and haven't updated the nameservers or IP.

    When i great a new account in WHM
    for example :I great a new websit --->cellphonesonlineusa.com with cpanel account user:cellphonand then when i login my cpanel .
    I see the PATH is "/home/cellphon"
    But now i want to change PATH to --->"/home"
    Because if PATH url like this"/home/cellphon"
    when i upload "thomas.htm" file to my ftp server "Public_html" DIR
    I want to visit my file need to use url:cellphonesonlineusa.com/~cellphon/thomas.htm
    if i use this url:cellphonesonlineusa.com/thomas.htm
    System404 error:
    404 Not Found
    The server can not find the requested page:

    laptop-giveaway.com/thomas.htm (port 80)
    Please forward this error screen to laptop-giveaway.com's WebMaster.

    At this point, you would need to contact your hosting provider as I'm not entirely sure what you are trying to do. The path does need to be /home/username/public_html for the contents you will have display for your site. Nothing in /home directly will show up in a browser, since /home is the root level partition for the user's directories and it isn't one user who would put any files directly into it. All user directories are /home/username and the web content is placed into /home/username/public_html location. Please note that username would be the cPanel username.
