550 Access is denied on write - pureftpd

I have WHM 10.8.0 cPanel 10.8.2-R119

with everything working fine except for the FTP (pure-ftpd )

All the users can access the FTP accounts and brows the files and download,
but they can't upload any file
Always giving the error 550 Permission Denied

i checked the folder permission and everything is ok and correct
i tried reinstalling pure ftp but it didn't work.
i tried
/scripts/fixquotas
and
/scripts/chownpublichtmls

but still i face the same problem


anyone have any clue ..

You might make sure that your firewall isn't blocking the ports. In the conf file look for:

PassivePortRange xxxx xxxx

and make sure those ports are unblocked. Just my newbie 2 cents.
