If you are not the Server Administrator you wouldn't be able to force a cPanel update, so, you'd need to contact your host.

From WHM > cPanel section on left menu in WHM > Upgrade To Latest Version link > on this page tick the box to
"Force a reinstall even if the system is up to date" and click Upgrade.

This will force of a rebuild of all the latest files for cPanel.
