I have BIND DNS on another server and also a mail and was wondering what the BEST way to set this up and still be as automated as possible with adding new domains.

also

is there a way for a new user to see thier webspace before thier domain resolves to my server. for example some backdoor like "http://cpanelserver.com/~user"

As i know, CPanel knows how to handle a DNS server (CPanel install only for DNS pourpose)... if i understand what you need, then you create a relation between those 2 servers. Never did it before.

To see their webspace, let them login to your cpanel http://server_ip/cpanel
If you were refering at their files hosted on your server, what you said is right http://cpanel_ip/~user_name

You have given the answer to your questions yourself :)

If the WHM is on masterdomain.com which creates all cPanel accounts, then you can access the new site before DNS propogation with http://www.masterdomain.com/~user

You can even access the new user's cPanel with http://www.masterdomain.com/cpanel. Enter the username and password of the new user and you will be in the new account ;)
