A good cpanel value added reseller

Looking for a could Cpanel reseller to help me with the design and installation and potentially on going support of my server I want to use to host sites. Any good recommendations, here's a brief list of requirements I can think of off the top of my head.

1) Analyze my server hardware and make scalability recommendations as to the number of accounts I can support for cpanel and enkompass or other windows based panel used for shared hosting
2) Make recommendations of my proposed design using MS Server 2008 R2 Hyper V running CentOS in a VM with the cpanel installed. In another VM I want to run enkompass for MS
3) Help build/recommend a customer login page to cpanel/enkompass
4) Help with integration of billing system such as WHMCS, sell WHMCS license even better
5) As needed on going server management if I run into a jam
6) A bonus would be someone who can provide a outsourced help desk solution as well
7) Month to month billing
