A strange thing with phpmyadmin

When I try to access phpmyadmin, I get a white screen that says

"PLease wait while access permissions are reset."

it refreshes that page about 20 times then I'm redirected to phpmyadmin. Does anyone know what this means?

For security reasons phpmyadmin must run as 'cpanel'. You probably have multiple http 1.1 sessions still open with the uid of the user. It needs to keep refreshing till they all die off, and you get one started as 'cpanel'.

I'll take your word on that. I completely have no idea what that means. Would I have to know that if I'm a client and not a host?
