Yes, you can symlink the directory that holds the webalizer data to the user's public_html area, although you are then making it public to the world (and might want to password protect it).

In root SSH, do the following (where username is the cPanel username in all examples):

cd /home/username/public_html
ln -s /home/username/tmp/webalizer stats
chmod 755 /home/username/tmp/
chmod 755 /home/username/tmp/webalizer
This will allow access to http://domain.com/stats to view Webalizer stats. Of note, the stats folder cannot already exist on the user's account.
