Hi

My server Cpu(s): 79.7%. It is too high.

I saw access logs with tail -100 /usr/local/apache/logs/access_log | more

Go on, have a guess
Well, that appears to be connections to a suspended site. However, from the snippet that you've shown there nowhere frequent enough to make that much impact on apache unless you already have memory/performance issues anyway.

Go on, have a guess
Not a lot while the DNS for the suspended domain(s) point to your server. As I said, though, that shouldn't really put that much burden on the server.
