Some mail directories were deleted for one of our hosting accounts without the user accounts also being deleted.

The administration for this hosting account began experiencing extreme slowness.

Some mail directories were restored from backup and the ones that were OK to delete were manually removed from "passwd" and "shadow."

Some missing mail directory symlinks were recreated manually.

I can pull up many interfaces for this hosting account, but functions like quota or password changes take too long and time out. What else can I do to restore harmony to this hosting account?

    Go on, have a guess
One issue may be with orphaned lock files. Check within the /home/account/etc/domain.com/ directory for *.lock files and remove them if you find them.

Otherwise, check /usr/local/cpanel/logs/error_log when you use the UI and watch for any errors.

    progress

The "ConfigServer Mail Manage" plugin is now able to create
accounts, change passwords, and change quotas. It stopped
timing out after I removed those lock files.

The standard way of accessing accounts is still timing out.

    No errors

I never could produce any errors.

One additional thing a co-worker noticed is that this artificial slowness for this *one account* only happens in Firefox 3 for Windows.

I've now taken to using Internet Explorer (via the IETab add-on) for usage with this one hosting account.

CPanel isn't taking responsibility on this one and it's a little hard to file a bug report for it on the Firefox project.

I may have spoken too soon.. Internet Explorer is starting to give me fits for this account, too.
