When I create a new account in WHM I, as the administrator, get an email with the basic account info (from wwwacct). I always include a contact email for the client, and there's been no problem sending and receiving email on the server.

There is no email being sent to the client, with any sort of notification that the account has been created. When I've had cPanel/WHM on other servers this was never a problem.

I've searched the forum (18+ pages), and found that WHM *should* be sending an email to the client as well as the admin, but no solutions for this problem. Any ideas on what to check?

By default it does not send an email to the client. That way you get to choose when to notify the client and just what to send. You may want to check my postwwwacct scripts in my scripts club. (sig below)
