Ever noticed when you set up an account with a dedicated IP that you can access it via

a) the IP
b) your reverse records e.g. static.host.com

When you set up another account on the same IP that is no longer possible.

I would like to to redirect all users accessing either IP or static.host.com to the actual domain - how would I do that?

Well there is a few interesting points here:

1. Dedicated IP's are to allow a website to run on its own ip so even with the domain name dns records not pointing, that IP will still allow the site to be accessed.

If you add another account to use that same IP, it would be considered to be a shared ip. Not sure what exactly what would happen if you do that as I never tried, but...

2. Forwarding an IP address to a website directly may cause issues in itself. I would suggest asking cPanel Support on that one.
